Eugene Arhin Praises Akufo-Addo for Releasing KPMG Report on GRA/SML Deal
Eugene Arhin Praises Akufo-Addo
The Director of Communications at the Presidency, Eugene Arhin, has commended President Nana Akufo-Addo for his unwavering commitment to transparency and openness in governance. This praise comes after the President released the full KPMG audit report on the contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Limited (SML). This move demonstrates the President’s dedication to upholding the principles of accountability and transparency, even when it may be challenging.

In a statement, Mr. Arhin highlighted that under Section 5 of the Right to Information (RTI) Act, the President had the privilege to withhold the report. However, driven by a strong commitment to transparency, openness, and honesty with the public, President Akufo-Addo chose to waive this right. This decision showcases the President’s willingness to prioritize the public’s right to information and promote accountability in governance.
The release of the report follows demands from various stakeholders, including civil society organizations, after the Presidency initially refused an RTI request by the Media Foundation for West Africa (MFWA) seeking the full KPMG audit report. Notably, President Akufo-Addo had already directed a detailed press statement outlining KPMG’s full report and recommendations, as well as directives to the Finance Ministry and GRA, on April 24, 2024, even before MFWA’s request.
In January 2024, President Akufo-Addo commissioned KPMG to audit the contract with a deadline initially set for January 16, 2024, but later extended to February 23, 2024. The audit findings revealed that SML received a total of GH¢1,061,054,778.00 from 2018 to date while partially fulfilling its obligations. Although SML’s work contributed to an increase in revenue in the downstream petroleum sector, the company has disputed the audit report’s claims, arguing that KPMG cited the figure without considering investments made and taxes paid during the review period.
The release of the KPMG audit report demonstrates President Akufo-Addo’s unwavering commitment to transparency and accountability. By choosing to waive his privilege under the RTI Act, the President has shown that his administration prioritizes openness and honesty in governance, even in the face of potentially sensitive information. This move sets a positive precedent for future administrations and reinforces the importance of transparency in promoting good governance and public trust.
In a democratic society like Ghana, transparency and accountability are essential components of good governance. The release of the KPMG audit report showcases the President’s dedication to these principles and demonstrates his administration’s commitment to openness and honesty. By providing the public with access to information, the President has empowered citizens to hold their leaders accountable and make informed decisions.
Furthermore, the release of the report highlights the President’s willingness to subject his administration to scrutiny and oversight. This move demonstrates a commitment to transparency and accountability, even when it may be challenging or uncomfortable. By releasing the report, the President has shown that his administration is willing to be held accountable for its actions and decisions.
