No Ghana Card, no salary for public sector workers from Febuary 2024
The Controller and Accountant General’s Department (CAGD) has announced that starting in February 2024, the salaries of all public sector employees without Ghana Card numbers will be frozen.
The Controller and Accountant General’s Department (CAGD) has issued this new rule in an effort to reduce the prevalence of “ghost names” on government payrolls.
In light of recent talks between the CAGD and the National Identification Authority (NIA) about a special registration drive for Ghana Card holders who have not yet had their cards, the latter has announced a decision that is potentially life-altering.
The conversation between CAGD and NIA began at a meeting on October 11, 2023, when the parties gathered to discuss the schedule for a potential registration drive.
Nevertheless, it seems that there was a misunderstanding, since CAGD subsequently contacted NIA to request approval and consensus over the suggested schedules.
The National Insurance Administration (NIA) responded by saying they had already said they couldn’t do a special registration operation.
On the contrary, on September 4, they launched registration centres around the country, with a special emphasis on certain government workers.
Because of this, CAGD has sent a strong message to all of its members and employees, advising them to apply for Ghana Cards at any of the 292 NIA offices around the country.

By taking a hard line on compliance, CAGD has shown its priority for government workers.
