Ghana launches new advocacy group to propel NPO Bill forward

A significant new initiative has emerged with the establishment of a 5-member Technical Advocacy Working Group aimed at championing the passage of the Non-Profit Organization (NPO) draft Bill in Ghana.
The announcement was made during the Civil Society Organizations (CSOs) Zonal Consultations at the GNAT Hall National Headquarters in Accra on February 27, 2025.
This dedicated group comprises two men, two women, and a representative from the Persons Living with Disabilities (PLWDs) community.
Its creation followed a thorough nomination and voting process that involved over 500 representatives from various Ghanaian CSOs.
The selection of these members from a wide range of nominees underscores a collective commitment to ensure the successful enactment of the NPO Bill.
The newly appointed members of the Technical Working Group include:
Isaac Boison, Coordinator of the Greater Accra Regional Youth Network (GARYN)
Dr. Joseph Kobla Wemakor, Founder and Executive Director of Human Rights Reporters Ghana
Hon. Afisa Otiko Djaba, Former Minister of Gender, Children and Social Protection
Priscilla AKofa Agbenu, from the Centre for Women in Development and Public Policy
Elvis Kosi Alipkui, representing Persons Living with Disabilities as a member of the Ghana Federation of Disability Organizations
Addressing the participants at the opening session, Ibrahim-Tanko Amidu, Executive Director of STAR Ghana Foundation, highlighted the critical importance of the NPO Bill for the sustainability and effectiveness of civil society organizations.
He stated, “The passage of the NPO Bill is crucial for creating an enabling environment where non-profits can thrive, engage effectively with communities, and significantly contribute to national development.
It is our collective responsibility to advocate for this legislation and ensure that our voices are united in support of our shared goals.”
This new development follows prior consultations held in Kumasi on February 18, 2025, and Tamale on February 25, 2025, which aimed to foster dialogue and collaboration among stakeholders advocating for the NPO draft Bill.
Thousands of representatives participated in these consultations, engaging in vital discussions to formulate a cohesive advocacy strategy for the bill.
A key outcome of these meetings was the solid call for the formation of an Advocacy Committee, tasked with consolidating key positions and creating a roadmap for engaging with the government and other stakeholders.
The goal is to ensure the NPO Bill not only regulates non-profits but also nurtures an environment conducive to their growth and development.
This initiative enjoys support from STAR-Ghana Foundation, funded by @WINGS and the EU through the Lift Up Philanthropy Fund, along with backing from Comic Relief and FCDO through the Civil Society Strengthening Programme.
Feruzah Salisu, Project Officer at STAR-Ghana Foundation, emphasized that the establishment of the Advocacy Committee represents a significant step in mobilizing resources and support for the NPO Bill, aimed at regulating non-profit organizations and enhancing their contributions to Ghana’s national development.
These consultations have provided a crucial platform for stakeholders to explore the implications of the NPO Bill draft while strategizing concerted efforts for advocating its passage in Parliament.
