Africa Coalition for Academic Freedom launched in Accra

Accra, Ghana – March 19, 2025 – The Africa Coalition for Academic Freedom (ACAF) was officially launched at the Center for Democratic Development (CDD-Ghana) in Accra, marking a significant step in the advocacy for academic freedom across the continent.
The event brought together distinguished guests, including members of parliament, government officials, and media representatives.
In his welcome address, Prof. Kwadwo Appiagyei-Atua, Regional Director of ACAF, reflected on the long journey leading to the establishment of the coalition, noting that it has been over 20 years in the making.
He recounted his early experiences with academic freedom discussions and emphasized the need for a formal structure to protect and promote academic freedom in Africa. Prof. Appiagyei-Atua highlighted that while many African nations have recognized academic freedom in their constitutions, this recognition has not translated into a culture of respect for academic freedom.
He pointed out that various factors, including high lecturer-student ratios and a colonial education legacy, continue to hinder the advancement of academic freedom on the continent.
“The essence of academic freedom is that it serves as a catalyst for democracy, respect for the rule of law, and sustainable development,” he stated, urging attendees to support the coalition’s mission to provide sanctuary for at-risk scholars and researchers.
Prof. Kofi Abotsi, Dean of the School of Law at UPSA, delivered the keynote address, passionately discussing the importance of academic freedom in higher education.
He shared anecdotes from his past experiences in academia, emphasizing the role of universities as marketplaces of ideas that challenge the status quo. Prof. Abotsi criticized the current state of academic institutions, arguing that they have become mere reflectors of societal chaos rather than leaders in innovation and thought.
He called for a return to the core values of academic freedom, where institutions serve as torchbearers of knowledge and creativity.
He also raised concerns about the pressures faced by academics and students alike, highlighting the need for an environment where new ideas can flourish without fear of suppression. “Academic freedom should not only be for academics; it must also extend to students,” he asserted, stressing the importance of encouraging diverse perspectives in the classroom.
Dr. Clement Apaak, representing the Minister for Education, Hon. Haruna Iddrisu, addressed the audience with a focus on the collective responsibility to safeguard academic freedom.
He acknowledged the provocative comments made by colleagues and emphasized the need for a unified understanding of academic freedom. “Academic freedom is often misunderstood by society, government, and even among academics,” he stated.
Dr. Apaak pointed out that many view academic freedom as a privilege for the elite, rather than a fundamental right that should benefit all.
He recounted the struggles faced in the past, particularly the 2018 attempt to enact the Public Universities Act, which threatened academic freedom. Thanks to the collective efforts of academics and civil society, this bill was successfully opposed.
“The fight to protect academic freedom is a collective responsibility,” he asserted.
He also welcomed the establishment of ACAF, noting its role in supporting universities and students to better understand their rights and responsibilities.
Dr. Apaak concluded by reaffirming the Ministry of Education’s commitment to safeguarding academic freedom and ensuring it contributes to societal advancement. “You can count on my individual support, as well as that of the Ministry and the government, in this effort,” he stated.
The launch of ACAF is seen as a pivotal moment for the future of academic freedom in Africa. With a commitment to uniting scholars and fostering collaboration between academia and government, the coalition aims to address the challenges facing educational institutions across the continent.
